Development Not Requiring a Development Permit
(excerpt from the Land Use By-Law #2000/95)
The following development shall not require a development permit:-
- The carrying out of works of maintenance or repair to any building, provided that such works do not
include structural alterations or major works of renovation.
- The completion of a building which was lawfully under construction at the date of the first publication
of the official notice required by Section 139 (3d) of the Act, provided that the building is completed in
accordance with the terms of any permit granted in respect of it and subject to the conditions to which
such permit was granted and provided, also that the building, whether or not a permit was granted in
respect of it, is completed within a period of twelve months from the said date of the first publication
of the official notice.
- The use of any such buildings as is referred to in Subsection (2) for the purpose for which construction
was commenced.
- A temporary building, the sole purpose of which is incidental to the erection or alteration of a building,
for which a permit has been issued under this By-Law.
- The maintenance of public works, services and utilities carried out by or on behalf of federal, provincial
and municipal public authorities on land which is publicly owned or controlled.

Development Permit Applications
(excerpt from the Land Use By-Law #2000/95)
- An application for a development permit must be made by the registered owner of the land on which
the development is proposed, or by a person acting on his behalf, to the Development Officer by
sending to him:-
- the information required by Subsection (b)
- such development fee as is prescribed herein,
- such other information or completed documents as may be required.
- Unless the Development Officer specifies that any one or more of the following items need not be sent
to him, the following information is required when an application for a development permit is made:-
- site plans, in duplicate, showing at least the following information:-
- north point;
- scale of plan;
- legal description of the land on which the development is proposed;
- municipal address (if any);
- front yard, side yard and rear yard requirements shown and labelled;
- location of sidewalks and curbs;
- location of any building (dimensioned to the boundary lines of the lot) including utility
poles, retaining walls, trees, landscaping and other physical features both existing and
proposed on the lot;
- dimensioned layout of any garage or on-site parking areas, entrances and exits,
abutting public roadways shown and labelled and existing utilities in public roadways;
- all easements shown and labelled;
- proposed grade and on site drainage of the lot;
- location of service connections.
- a recent photocopy of the certificate of title duly certified as a copy by an official of the land
titles office;
- a description of the development proposed;
- a description of the landscaping proposed, both during and after development;
- a set of plans in duplicate showing floor plans, elevations and perspective relationship of the
building to adjacent buildings including a description of the exterior finishing materials of
adjacent buildings and the proposed exterior finish of the proposed buildings;
- evidence that the applicant is the registered owner of the land on which the development is
proposed or is a person authorized to apply on behalf of the registered owner.
- The Development Officer may require the applicant to supply a survey certificate, in duplicate,
prepared by an Alberta Land Surveyor, of the lot on which the development is proposed.
- Drawings required to be submitted to a Development Officer shall be drawn on substantial standard
drafting material to a scale of not less than 1:100 or such other scale as the Development Officer may
approve and shall be fully dimensioned, accurately figured and lettered, explicit and complete.
- In the event that a proposed development is unusual in nature, the Development Officer may require
any or all of the following:-
- an engineering estimate of the use or impact upon municipally owned and operated utility system;
- an economic impact analysis of the development upon the City;
- an analysis of the impact of the traffic generated as a result of the development;
- a letter of security to ensure the completion of the development.
