Subdivision Application

What is a Subdivision?

A subdivision is the division of a parcel of land into two or more lots each to be given a separate title. Subdivision is also used for lot line adjustment on an existing property.

Why Subdivide?

Subdivisions are undertaken so that lots are clearly distinguishable for the purpose of mortgaging or sale.

Subdividing a parcel of land is almost always an irreversible act. The subdivision process allows the Subdivision Authority to ensure that the division will comply with the current Land-Use Bylaw, and will fit into future City plans.

The goal of the subdivision process is to balance individual needs with the needs of the rest of the community and to protect the land owner from creating lots that are not viable for building or sale.

Who Can Apply for a Subdivision?

Only the registered owner(s) of the land or someone authorized in writing to act on their behalf can submit an application for subdivision.

If the property has more than one registered owner then each of the owners must give written consent to the subdivision.

Who is the Camrose Subdivision Authority?

The Camrose Subdivision Authority is comprised of three members of the City of Camrose staff. The Director of the Subdivision Authority is the City Planner, Brenda Hisey. Other members are Brian Hamblin, City Manager, and Ted Gillespie, City Engineer. If you have questions about your subdivision, you should contact the director of the Subdivision Authority.

Fee Schedule

Fees are calculated on a flat application rate with an additional fee for each lot that is affected by the subdivision process. Fees are payable at the time of application.

Pre-application Consultation

Prior to submitting an application for subdivision the applicant is encouraged to consult the Planning Department to ensure compliance with all City planning documents that may affect the proposal. The consultation is an opportunity to explore possible time saving strategies, and to ask questions regarding the subdivision process. Planning staff will also be able to determine what, if any, additional information will be required regarding the application.

Application for Subdivision

An application (Word) for subdivision must include:

  1. A Completed Application Form
    Application Checklist (Adobe Acrobat)

  2. A Copy of Title less than 30 days old.

  3. A Proposed Plan of Subdivision, showing the following information:
    • location, dimensions, and boundaries for the land to be subdivided
    • location, dimensions, and boundaries of:
      • each new lot created
      • existing rights of way of each public utility or other right of way
      • existing utility lines
      • existing easements
    • area of each new lot created
    • location, use and dimensions of existing buildings, and identification of those buildings that are proposed to be demolished or moved.
    • the approximate location and boundaries of the bed and shore of any river, stream, watercourse, lake or other body of water.
    • description of land use or uses proposed
    • location of any existing or proposed wells; location and type of any private sewage disposal systems, and the distance of these to existing or proposed buildings and property lines
    • all existing and proposed access to the proposed parcels and the remainder of the titled area
    • location of existing or proposed municipal services (sanitary, sewer, water)
    • location of any existing private utility lines

  4. Other information as requested, such as:
    • topography and soil characteristics
    • runoff collection, and floodplain location
    • susceptibility to slumping or subsidence
    • a conceptual scheme that relates to future subdivision
    • street lighting, sidewalks, curbs, and roadways.

  5. Application fees.
Circulation of the Application

After the application is accepted by the Subdivision Authority as complete it is circulated to required government departments, persons, and local authorities for their comments.

Evaluation of the Subdivision

When evaluating a subdivision application the Subdivision Authority considers the comments from the referral agencies and answers the following questions:

  1. Is the subdivision submitted properly?
  2. Are there any outstanding taxes on the property?
  3. Is the land suitable for the proposed use?
  4. Does the application comply with the Act and Regulations?
  5. Does the application conform to the Statutory Plans and Land Use By-law?
  6. Is the subdivision consistent with Provincial Land Use Policies?
Recommendation and Decision

The Subdivision Authority has 60 days to evaluate the subdivision and render a decision. It must decide whether to refuse, approve, or approve with conditions.

Notice of Decision

Written notice of the subdivision authority's decision will be sent to the applicant and published in a local paper within 60 days of receiving the completed application. If the applicant does not receive notice in this time the application should be deemed as refused, unless a time extension (Adobe Acrobat) has been approved.

Plan Endorsement

If the subdivision proposal is approved, the applicant has one (1) year to meet the conditions of approval and submit a plan of subdivision to the Subdivision Authority for endorsement. The plan of subdivision will be reviewed to confirm compliance with the subdivision approval, and to ensure all conditions imposed on the subdivision have been satisfied.

Plan Registration

After endorsement the applicant has one (1) year to register the final subdivision with the Land Titles Office.

Subdivision Appeals

The decision of the subdivision authority may be appealed by any of the following:

  • the applicant;
  • a government department that the application was referred to; and,
  • by a school authority in regard to reserves.

Appeals must be made to the local appeal board or the Municipal Government Board within fourteen (14) days of receiving the notice of decision.
