Highway 13 East Reconstruction & Widening

Project Profile:

Highway 13 East of 37th Street is a two lane rural section (no curbs and ditches) with very narrow shoulders. This section of road is showing significant signs of wear and needs attention or the surface will deteriorate to a point where it is not repairable.

With proposed development occurring on the south side of 48th Avenue/Highway 13 east of 39th Street, improvements will also be required to provide for safe business access to those developments.

This project required shifting the alignment of the highway south (away from the railway track) to provide adequate clearance between Highway 13 and the railway track at the Exhibition Drive intersection and the future 35 Street intersection.

The City co-ordinated construction of 48th Avenue west of Exhibition Drive (within the City), with Alberta Transportations construction of Highway 13 east of Exhibition Drive in order to take advantage of efficiencies in the tendering process, better construction pricing, and a reduction in duplication of work.

The Highway 13 widening project includes the following features:

  1. Alberta Transportation Portions (East City Limit to Hwy 56)

    1. widen driving lanes and shoulders
    2. overlay road sections
    3. intersection improvements both at Hwy 56 and at rural road intersections


  2. City of Camrose Portion (39 Street to East City Limit)

    1. construction of 4 lanes (plus a business access lane) east to exhibition drive
    2. re-align hwy further from railway to improve spacing/safety at intersections
    3. construct intersections for future commercial properties south of Hwy 13
    4. reconstruct and widen Exhibition Drive
    5. upgrade lighting
    6. provide for future signals at exhibition drive
    7. construct a multi use walkway along the south side of the hwy to the CRE

Engineering:

The City of Camrose has selected Stewart Weir & Company Ltd. as the Design Engineer for this project.

Contractor:

DDC Construction was selected as the prime contractor through a public tender process coordinated by Alberta Transportation.

Subcontractors include:

  • Underground Utilities - Brooks Asphalt & Aggreggate
  • Concrete Work - D&H Concrete
  • Paving - Brooks Asphalt & Aggreggate

Budget and Funding:

The total cost of this project is estimated at 4.2 million dollars and will include cost sharing from the City of Camrose, Alberta Transportation, and developers.

The project cost for the Alberta Transportation portion of the project (from the City Limit East to Hwy 56) will be approximately $5,000,000.

Construction of the Hwy 13 Project has proceeded more slowly than anticipated.

As of July 5, 2004, most of the Concrete was in place, and the road base was almost complete. Paving crews will be completing the paving of the North Side (bottom asphalt lift), during the week of July 5-7. There will be about a 200 meter stretch which will not be paved, because this is the location of the current detour (where West bound traffic is switched from the South, to the Nouth side of the road).

Once the above paving is complete, the detour will be removed and West bound traffic will be allowed on the North Side of the road. At this time the remaining Center Median will be constructed. It is hoped that this work will be complete prior to the Stage 13 Concert.

After the Concert, and once the Center Median Concrete is cured, the paving will be completed. There is an estimated 10 days of paving remaining, including the second asphalt lift on the entire project.

Also beginning July 12, the remaining Street Lighting will be installed, and the landscaping will be completed.

Final completion of the landscaping details and cleanup is expected by Mid August.

Excavation taking place on service road adjacent to Tee-Pee Trade Center getting prepared for Curb & Gutter construction . Base and pavement overlay will commence shortly after. Concrete median was removed on Hwy 13 just east of Hwy 26 Junction. Removal was done to accommodate a new alignment along Hwy 13. A new median will be constructed in this location.June 21 - The Grinder is removing the top 50mm 2" of asphalt from the road surface. Most of the cracking and damaged asphalt is in this top layer. Once the traffic sensors are replaced, 75mm of new asphalt will be placed.

June 21 - The Concrete extruder moves at about 5 meters / minute. A hand crew follows the extruder and puts on the finishing touches after the machine places the concrete.June 21 - Finished concrete.
