Project Profile
In 1999 the Camrose 43 Avenue Trunk Sewer main was constructed along 43
Avenue from Kin Park to 67 Street. The construction was
restricted for the most part to one half of the roadway width. At the
end of the season, an asphalt patch was placed over the trench.
43 Avenue was originally constructed between 1972 and 1978, so the asphalt is between
22 and 28 years old. Asphalt in a residential road is designed to last
between 15 and 20 years before requiring an overlay. The existing
asphalt on 43 Avenue was experiencing cracking and there were many
settlements.
In 2000 it was planned to overlay the entire road width, for the length of
43 Avenue in the area disturbed by construction. The project also
included an overlay on 63 Street from 43 Avenue to 44 Avenue, 66
Street from 42 Avenue to 43 Avenue, and 42 Avenue from 66 Street to 67 Street.
This will bring these roads back to "new" condition for the entire
length, improve drainage (because the road center, or crown, will be raised),
and eliminate the settlements and cracking which currently exist.
Spot repairs have been made to any curbs or sidewalks which had
settlements which either made them unsafe, or which caused drainage problems.
Prior to placing the asphalt overlay, the asphalt will then be planned
next to the curb so that the new asphalt will match the gutter. A
40mm asphalt layer will be applied to the entire width.
In areas where the sidewalks are cracked, residents were given the option to
have the sidewalk replaced, but had to contribute 1/3 of the replacement
cost.
An Open house was hosted April 19, 2000, for the residents and property
owners along 43 Avenue to discuss the project and get input about the design
and any problems that they are having with the existing street such as surface
drainage. The project schedule, and access issues during construction
were also be discussed.

Budget and Funding
The total budget for this project is $260,000.00.
The paving overlay project is funded 25% by area property owners, and %75
by the City at large.
The city policy for local road overlays is that 50% of the project cost are
charged to adjacent property owners via a 'local improvement by-law'.
Because this project was triggered by the 1999 sanitary trunk project, and
normally would not have been considered until the road had degraded
significantly more than it has, Council agreed that property owners should be
charged 25% instead of the normal 50%. As the road is over 20 years old
and has significant cracking and settlements, City Council did not feel it
would be fair to overlay the road without charging the property owners a
portion of the costs.
Because this project is funded by a local improvement by-law, the affected
property owners had the right to stop the project if they did not feel it is
warranted, by submitting a valid petition.
No petition was received, so Council approved the Local Improvement By-Law
in May 2000. The City must complete the work within three years of the
passing of the By-Law.
Property owners, they have the option of either paying their share in a
lump sum, or applying the cost to their taxes over a ten year period.

There have been more settlements than expected on 43 avenue following the sanitary sewer
construction in 1999. These settlements have been patched as they occur,
but we were concerned that they may continue into 2001. As we do not want
to have settlements on the "New Road" after the asphalt overlay, we
originally delayed the overlay of 43 Avenue to the fall of 2001.
With the continuation of some settlements, and difficulty in scheduling a
paving contractor late in the year, the project was delayed until the final
overlay of 43 avenue, and the reconstruction of 63 street was delayed until the
spring of 2002.
With the road construction delayed, the local improvement levy will not be
applied until the year following final construction (likely Construction - 2001,
levy applied - 2002). The
Municipal Government Act allows the City three years to complete a project after
a local improvement by-law is passed.
